Vietnam's foreign investment numbers have taken a sharp turn upward. Amkor, Intel, and Foxconn have all been reported to be expanding their Vietnamese operations as part of global supply-chain strategies, and NVIDIA's decision to base an R&D center and AI factory in the country pulls the chip ecosystem's design layer, not just its assembly layer, toward Vietnam.

The constraint on all of this growth is people. Vietnam's government has set a national target of training 50,000 semiconductor engineers by 2030, and universities are adding chip-design programs to meet it. That matters because the semiconductor industry no longer means assembly lines alone: several global chip designers operate research and development centers in the country, and the skills involved, verification, embedded software, test automation, overlap heavily with the broader software engineering pool.
